14. The "peeking" is meaningless

Do they have evidence that they kept the files? That they used the files? Did they sell the files? Did they break in or did one more item appear in their menus? So far the story is that they identified the issue and were documenting it. If that is untrue, or if someone inside gave Sanders access then you have a story.
