...that creates junk mail.

I promise you that you are not getting all of it on time and that much of it is, in fact, very late. I have plenty of emails from irritated clients thinking that I have some magical control over the USPS to prove it.

We sent out a mailing over 3 weeks ago, first class with tracking; about 40k pieces. Only about 33% has scanned as of this week. That was the east coast, mostly the Carolinas. Ohio is always sketchy with mail delivery and they lost an entire skid of mail about two years ago...no sign of it anywhere, until it showed up back at our own dock a MONTH later . USPS had no idea how it got back to us or where it had been. USPS does try to help but even they're limited to know the reasons why mail is delayed. Normally, they'll say it's weather related or there was a strike somewhere or a train derailed. All legitimate reasons to a point.

So, yes, some of those businesses are likely telling the truth and others are just using it as an excuse.

If you're having tax forms or other important documents mailed I would suggest Certified Mail.
