Because even if the president signs it, precedent shows he can decide to reverse course and decline to appropriate the funds, or issue an executive order to reverse the policy. And this Congress will do nothing to counter his action, nor will SCOTUS oppose it.

Negotiations with these Republicans is a fools errand.

What can we do to counter them? If republican congress will do nothing to oppose his actions, we can’t do much beyond trying to win the next elections and then reverse their destructive actions.
