Because they use a test that detects the presence of cannabis, not the level of inebriation in the person, and since cannabis can remain in one's system for weeks, even though the effects are long gone, they know that they have a ready cash cow.
Also with the seizure laws that some places managed to get implemented, they make out like fat cats with every cannabis arrest.
You think they want to lose that? Either the city or the police force?
It has been an uphill battle for finally getting the idiocy to remove their draconian cannabis laws. And, all of the resistance is because of profit.
Hmm... I wonder when that became the number one desire in US life?
