she relented, according to the officials.

Why? She should have asked for a room of her own, and refuse to share a room with the guy. I am not defending the guy but, she did wrong by relenting, you just say "no", I will not do it, and that is the end of it.

Why do people accept this type of imposed situations? I don't know, maybe someone has an explanation.
