3. Escrow Fund?

This would never stand up in court, but it would be nice if a state could establish an escrow fund that residents and companies could opt to pay their federal payroll and income taxes into. The state could then pay the feds what is owed from that fund in lieu of the residents and companies themselves. I'm sure there are all kinds of reasons why a state could justify doing this. I'm not saying that the state should refuse to go ahead and promptly pay these taxes to the feds, but it could. Because it would be an opt-in fund no-one would be compelled to pay into it if they'd rather pay the feds directly.
