There have always been, currently are, and in the future will be those who prefer being ruled to being governed.

Being ruled means you don't have to take any responsibility in how you lead your life. Follow the rules and all is well. If something goes wrong it's not your fault.

Being governed requires stepping up, putting in an effort and accepting responsibility for your choices.
