That part has already happened. What is yet to happen is for the state-regulated marijuana retail outlets to open. I think that's going to happen early next year, after the Washington State Liquor Control Board gets the rules and regulations all figured out.

You don't need a medical card to legally possess up to an ounce, but you would need one to grow or to go purchase at a medical dispensary (or collective or whatever they call them up there).

Once the pot shots are open, the medical card becomes redundant--except for growing your own. Washington's legalization doesn't include the right to grow your own plants, but Washington pot patients will still be able to.
