They're people with their own prejudices (and pride), who are out to get what they can for themselves. Hegseth wanted to lord it over the generals who represented the establishment that decided he wasn't good enough for promotion. Trump wanted to play "commander-in-chief" too. The "handlers" (Miller, basically) either couldn't change his mind, or decided that on balance, the MAGA base would like the display and wouldn't think it "silly".

The security at Quantico will be top; you can't just ""bomb it like Oklahoma City".
