1. The problem is that a grand jury transcript is just a tiny slice of a total case.

It's the material the prosecutor wants the jurors to see in order to get an indictment (which is just a probable cause finding), and it's just the tip of a much larger iceberg. And certainly it would be selectively edited even if a judge did approve its release.
