It's Hamas.

Civilians be damned. Like any other terrorist group, or even cult.
Civilians are the means to be expended, cannon fodder and human shields, rather than the beneficiaries.
The group or cult's survival and enrichment are the goal.

It's the difference between civil behavior and savagery.
Unfortunately, whether accidental or purposeful, death and destruction are the same to victims.
