2. Was thinking about this last night - most congress critters are wealthy

so not paying them would do little. Fining them might get their attention though.

Of course congress would have to pass such fines, so this is an exercise that would never happen.

But the fines would have to be enough to get the attention of multi-millionaires and billionaires. So let's say $100,000 per day? and it wouldn't come out of their future pay but must be paid up front.

That is a very incomplete proposal, but personal money is all Republicans care about.
