Only 40% of agencies report to the NICS because it's voluntary.

How about adding a scan of social media? No invasion of privacy, just the public stuff.

Interviews? Oh hell yes. It's called permit to purchase and a LEO interviews the buyer and rellevent witnesses, ie employers and family members.

Fund it with taxes on guns and ammo. Just like as a voter I'm required to have a picture ID (Texas) which costs money it's constitutional.

For semis as you describe them just add them to the NFA list. Grandfather existing from the tax stamp and BG check but register every one of them.
