Data that should be available in NICS isn't always.

We could invade mental health records, but that would be difficult. And there would need to be notification and an opportunity to appeal/rebut claims on records.

It would really take interviews of some type to prevent some of these shooters from accessing guns legally. If course this takes time and money and is burdensome on everyone involved. You could limit the interviews to semiauto rifles with detachable magazine purchases. Again, there would need to be clear rules and opportunity to appeal/rebut denials.

These three things might help.
