4. Sure. Because the Senate is elected statwide, outside of gerrymandering.

State Primary rules are a problem. So is the poor quality of primary candidates in Republican states. So is the whole world view of Republicans that allows that poor quality to persist in its ranks, right down to its voters. Extremists subvert government by subverting governance that works to do the most good for the greatest number.
