i can understand that the police may be reluctant to charge people with calling the police unnecessarily, because they do want people to call if they're legitimately uncertain as to whether or not it's an emergency. so they usually give warnings first. yeah, this case was pretty blatant but at least there's an argument for only giving a warning.

but going out of your way to deliberately put snow on a public sidewalk is inexcusable under any circumstances. there's no basis for a warning first.
