12. Jamming is one possibility

Electronic counter-measures (ECM) is about jamming radars and communications.

We actually have planes that are completely dedicated to this activity. The EA-6B Prowler was one such plane the Navy used, and the Air Force used the EF-111A Raven.

They went with in a strike force and tried to jam the shit out of enemy radars and radios so the enemy was electronically blind and deaf.

Modern ships and planes also have a limited ECM ability built into their structure. This thing might have has some sort of jammer to try to prevent air traffic control radar from picking it up, or at least reduce the range at which the radars would see it.
