They might not like Biden for various reasons ranging from "not doing enough" to "doing too much" and everything in between.

People might be mad about the rising cost of everything, too.

But they can also recognize that not everything they don't like is because of Biden or Democrats. In other words, presidential approval/disapproval is not necessarily a good proxy for how people will vote.
