They are increasing the age to legally buy them incrementally, so that at a certain point based on the age of the population, no one can purchase them.

The proposal from New Zealand's health officials would effectively ban anyone 14 years or younger from purchasing cigarettes — for their entire lifetimes. It would raise the minimum age to buy cigarettes every year beginning in 2023. The new policy is expected to be enacted next year.

As I said above, I quit back in 2000 but was living with a woman who smoked and 2 of her kids did as well. So it went from me asking her to "give me a drag of that" to smoking a whole one to me buying packs. After 3 years of not smoking and feeling great!
