compound that with off-year elections with low turnout. I wouldn't be surprised if on average only 30% of a state's eligible voters actually vote in elections (and far less in primaries).

That's why negative politics is so effective. You reduce participation rates to the point that a small motivated plurality gets to make all of the decisions.
