But it's been all too real for about 100 residents at South Park Trailer Park outside Falmouth, off U.S. 27 in Pendleton County.
Mayor Gene Flaugher refused for days to turn the water back on unless new owner Larry Ritter paid, in full, the city water bill from previous owners. Ritter, a semi-retired lumber company owner, offered to put money in escrow while settling the dispute, but Flaugher wouldn't relent. Ritter had to file in court for a temporary injunction, and because of his friendship with a local judge, the case was bounced to Kenton County Circuit Court Judge Patricia Summe. Tuesday, Summe issued the order to turn water back on and told Flaugher and Ritter to settle the dispute.
It's shameful that residents have been put at risk in this case. What if one suffered a medical emergency?
