Arresting theft suspects based purely on resemblance to thieves |

There are plenty of cases of mistaken identity, so such arrests might not only detain the innocent, but also facilitate wrongful convictions. Wouldn't it make more sense to place a suspect under secret observation to observe spending patterns?
Is there a significant number of criminals who steal significant sums of money, permanently stop stealing, and don't spend any stolen money until years after they have stopped stealing?
