I'm living in Texas for the past 5 years and west coast before that. I have no info on NY schools, their success rates, failures, rules, etc.
I actually wanted to know if there were a requirement that education officials have *actual* education training/experience... I was going to applaud it if so.

What money like Bloomberg's wants.... it get$$$$$$$$$$.
Re. the schools: It's pretty much the national pattern: urban schools are a mess; schools in leafy green suburbs are just fine.
Both cities and suburbs have teacher unions, work rules, pay scales and contracts.
ERGO: unions have nothing to do with why schools in the cities are bad. ( Not your contention, I know; just thought I'd use the chance to opine.)
