I don't think the problem down there has so much to do with Mexico as it does with supplying the US. Our drug war has made the profits so lucrative that it causes the eruption of organized crime & violence both here and there. So even if it were legalized in Mexico, I don't see how that would effect the billions that are at stake exporting to the US, which is the root of the violence.
