I don’t know if Ochocinco’s offer was serious, and I don’t think the NFL would allow such a reimbursement...
If Chad believes that the hit wasn't illegal or dirty, I'd have no problem with his saying so. But as usual, he steps over the line. Between Chad's track record as an attention junkie and the fact that Foster is a rookie, this could also be his way of pretending that the hit didn't hurt him THAT much!
