Why don’t states issue loans with interest going back into the general funds to pay for programs?

1. They do - its call CalVet Home Loans
Its just that CalVet can't offer "Teaser-Rate Adjustable Rater Guaranteed to Foreclose" loans or "Kick Backs to shady Loan Brokers for Illegal Activity" by law so they haven't been getting used very much lately
