in Burbank. It was a scam - it was divided into 2 sections - one for "the poors" and the other for the "Rich". The rich side patients could come and go when they wanted to, so they would leave, score and get high, then come back. The poors section got minimal care and were booted as soon as possible, or when the up fronted money ran out.
