if one has enough money they can take risky investments and balance those with other low risk investments.Ten year treasury rates are about 1.57 %, they have been going down since the high in 1981 when they topped just over 14%. Tax cuts were great for the wealthy, not so much for those trying to live on a fixed income and reduce risk.
