It's outlook that casts sam not as "Samwise Gamgee," but instead as "Sam, Frodo's manservant." Sam is an accessory to Frodo, as much as Frodo's cloak is. And so when Frodo fails to give up the ring (OMG SPOILERS) then Sam "failed" with him.
