civil libertarians are being funded by Koch. We're saying Koch & their ilk have co-opted the name "Libertarian" for their own goals. The article is mentioning how the Koch Libertarians are tossing out a few dollars to causes like pro-marijuana legalization to hide that they aren't "left leaning libertarians", aka civil libertarians. They're doing that to attempt to position themselves as libertarians (in all senses) and not just anti-government regulation corporate hacks who are trying to destroy the EPA, Minimum Wage and the Dept of Education for their own business purposes.
The Kochs and a few other Birchers have been funding Libertarian causes for almost 30 years. From scholarships to large donations at colleges, journalists and tea party groups. They aren't interested in funding civil liberties, they want "corporate liberties"
You state that the claim "they look like they're doing x but that's only to hid Y" needs extensive evidence & analysis. When u wrote that I suspected you weren't from the US so I looked at your profile. There are many, many articles about them and their various groups. If you google them and their myriad groups u will find plenty of evidence as to their intentions and reach.

Also, the Kochs aren't on the side of the NSA and the likes of BoozHamilton. They have been caught selling oil equipment to Iran during sanctions (going through a 3rd country) and have been caught in countless criminal activities. Among them, bribing foreign officials, stealing oil from Native Americans, stealing oil from the US, pollution by basically just dumping tons of chemicals on a residential street, etc. They don't approve of the gov't mechanism because they keep getting caught. They've paid millions in fines. This can be found in a Forbes article from 2011. They've tried to improve their public image in the last few years by donating money to charities (one of them was PBS but then they tried to stop a documentary about themselves and their business/political operations). You can also look up a claim from one of their managers who tried to quit and claims he was held hostage at their ranch??? It seems the Kochs were worried about his telling what he knows.
All that being said. ACLU = Civil Liberties, Koch Bros=Anti-gov't corp fascists posing as Libertarians. They want people to get the two confused.
