The bulk of such infrastructure is pipe. This pipe can be made out of plastic.

The water mains on my street are plastic, some of the water pipes in my house are plastic (all of them could be), the waste and drain pipes in my house are plastic, and the sewer pipe all the way to the treatment plant is now plastic after major infrastructure renewal projects to replace failing sewer lines first installed in the 'forties, 'fifties, and 'sixties.

Plastic can be made in carbon neutral ways or even become a carbon sink if the carbon is extracted from the atmosphere or ocean.
