The bill will have no effect on foreign devs and publishers, which there a lot of these days.

To name a few...

Sega, SquareEnix, Capcom, Sony, Nintendo... -- Japan
Eidos -- Canada
Ubisoft -- France
CD Projekt RED -- Poland
Croteam -- Croatia

and on and on...
