To the topic, however, I would imagine that arbitrarily shutting down and reopening any large enterprise suffers similar problems. I bet the same types of things are happening all over the federal government as a result of the shutdown.

For those who like me did not know, Pope is an airfield run by the Army in North Carolina Bluenorthwest Oct 2013 #2
