Societies are different. You cannot divorce one from the other.

China enforces its laws with draconian penalties and few personal freedoms. One in China can reasonably assume they are being monitored at all times.

When the US was created after the revolution, the founders decided against creating a new tyranny. They instead wrote a Constitution for a fairly open and free (with some noteworthy flaws) society. The trend over the years has been towards more freedom and participation.

China on the other hand chose differently. They took what is honestly the more typical path. The former revolutionaries found they had few objections to autocracy, when they were the autocrats. They created a closed, highly controlled society. Occasionally lip service is paid towards freedoms but Tiananmen Square demonstrates what happens if the people actually try to use their freedoms.
