RECOMMENDATION NO. 1: Okay, UBCs are fine.
RECOMMENDATION NO. 2: I'm positive that, if I suddenly went psycho and headed out to off civilians and then myself at a mall, a piece of paper would stop me dead in my tracks. And exactly how would I register a gun without a s/n?
RECOMMENDATION NO. 3: What's a permit? A carry permit? A permit to buy? A permit to own? Concealed carry, open carry... cash and carry... Carry me off to old Virginia??? Isn't the idea of a permit/license that it expires and needs renewing??? As far as that test of handling capacity, what's that for? To test the firearm for ammo capacity? Regarding understanding laws and such, shouldn't the legislators understand the device as well?
