3. I doubt that either one would hurt

Neither would have enough to harm anything. Both herb and regular black tea are fine in the garden. My compost has mainly coffee grounds and tea bags in it during the winter. Summer it has lots more shells and corn husks, etc. But the tea and coffee can go straight into your beds, just kinda work them in a bit, maybe tuck the bags under some mulch.
