4. How kind of him to think about "opportunities" tp provide aid.

Food and other aid for a besieged and occupied population is not optional. It's written in humanitarian law. It's basic humanity. And it's not hard. It doesn't need an "opportunity". It needs only for the law to be upheld and violators punished.

Too much to ask, I know.
