administrations/school boards for 25 years. It is as true as Reagun's "trickle down economics". School districts ALWAYS say this for anything and everything under the sun when it benefits their business. Educating is a business to these people and all they care about is the bottom line and $$$$$. The actual students and their education is about third or fourth on their priority list.
