His incursion into Cuba's air space cancelled the early steps Bill Clinton had been taking to thaw relatirons with Cuba, and instantly re-ignited the Cold War, kicking off even worse sanctions than were already in place.

Jimmy Carter's American Interests Section head in Havana, Wayne Smith, said that Basulto's "Brothers to the Rescue" used to fly so low over Havana that he could stand in front of their building and read the insignias on the wings of the airplanes. Futhermore, Basulto and company used to throw medallions out of their planes, and people on the ground feared getting clobbered by those pieces of metal falling on their heads.

Ask the US American Interests Section head for Pres. Carter if Basulto was engaged in humanitarian actions. He would no doubt laugh, loudly. Smith once said that mentioning Cuba is the same to US politicians as the sight of the full moon is to a wolf!
