1. I would expect that your browser's javascript got confused and the browser needs a reset.

But you said "any browser", which kind of rules out browser and any extensions.

I use several browsers (not on windows) and sometimes I use an extension to disable javascript (to stop nag popups) and forget to turn JavaScript back on.

That's all I can offer, in case it helps. Resetting the browser (clear history ands cookies) usually clears up my problems. Besides my own forgetfulness, mentioned above.
