21. I have a proposal

I say we legislate a bill to apply a multiplier to penalties according to level of government
For any and all crimes perpetuated at a Civic level of elected government. 2X max penalties
For any and all crimes perpetuated at a County level of elected government 3X max penalties
For any and all crimes perpetrated at a State level of elected government 4X max penalties.
For any and all crimes perpetrated at a Federal level of elected government 5X max penalties.

Staff members for elected officials, permanent and temporary, are subject to same punishments. Elected officials over convicted non-elected staff members will be fined at 40% of yearly compensation.

Bribery clause; all parties of a bribe receive equal culpability and punishment. Amendment 1. those testifying in the prosecution of elected officials revert back to normal levels of punishment.

Any suggestions for refinement?
