the concept is simple. The State of Texas claimed that every one can get ids and so we will try to take the State up on this offer.

As part of the litigation, the State of Texas offered some changes that it had originally refused. I spoke at a couple of town halls on this issue for a congressman and at these town halls the Texas Department of Public safety was asked to provide mobile units to helo voters get ids. To look better in the litigation, the DPS is now offering mobile units.

Second, the State of Texas adopted regulations to allow county clerks to issue reduced price birth certificates for people born in Texas if these voters go to their local county clerk's office during business hours. I am going to find some voters and take them up on this offer.

This is a stop gap program but it is better than doing nothing
