We had that issue early on with surgical masks. A medical supply company owner tried to donate millions of masks to the State and got nowhere (I believe because of chain of custody/verification issues). The donor ended up distributing them for free through a local grocery chain store. Those are the first 50 masks I used when I double masked (surgical mask under cloth mask) after returning to work in retail. I was quite happy to get them.
