2. Appalling: and one small change could avoid all this

A graduated state income tax.

Somehow, a crazy-ass amendment to the state Constitution was passed in 1970, that requires a flat-rate tax. At least Governor Quinn (I do miss him!) instituted a short term hike in that rate, to 5%. Of course, that has recently expired, and it is at a measly 3.75%. Rauner swears he will reduce it to 3%.

Who suffers? The children, the infirm, the working poor. We cannot balance the budget on the backs of the least among us. It is ... appalling.
