A lot more people operating under the of principle of F Around, and Find Out. And yes there are quite a few 'rules' and restrictions, and sources of frustration to be encountered ...

Sorry for the kid's problems - but there's also the other angle here - in that he cannot be allowed to continue savagely beating other citizens into unconsciousness ...
