The owner of TG Cigars, a cigar shop located just a few feet away, was the driver of the Range Rover. She plowed into the black sedan while parking illegally in a No Parking Zone. In turn, the black sedan hit the blue sedan with such force that it ended up on top of the black sedan. There are two more damaged vehicles as well. My neighbor came across the scene just as Ms. Dawit was talking to EMTs in the back of the ambulance and he heard her identify herself.
