... Harass targeted individual. Find an escuse - any escuse - to arrest them, and give them a record. Use said record to attack their voting rights, or to ruin their chances of a good future, because if you can't outnumber the members of the group, you can force them into a inferior social position.

Right out of the authoritarian playbook.
