7. Turn sideways, then make them into Tiny Homes and use them to house immigrants seeking asylum

They are already there, make them useful. Put solar panels on them and rain catchment systems.

Put greenhouses in the area to grow fruits and vegetables. People waiting for asylum can harvest their own food and in that way help reduce the expense of housing them.

Doesn't have to be as fancy as these, but insulate against heat
