The man was experiencing a mental health problem and the family called for EMT (not police). Police showed up with the canine unit. The canine is right next to the man when he is being led out of the house. The cops then suddenly take the man to the ground and let the canine intentionally get in some bites.

Many people have fear of dogs especially large dangerous dogs. For a black person in the south this fear has to be even greater. Who except a psychotic SOB would bring a canine unit near someone who is having a mental health episode?

The DoJ should issue guidance on the use of police dogs and legislatures should act to reign this in. Between this and the "probable cause of four legs", I think the whole concept of using canines needs to be rethought.
