to pay off Trump's henchmen, at his discretion, if Trump agreed to dismiss the IRS suit. This "agreement" is similar to the ones made by the various law firms Trump sued; the firms agreed to offer "free" legal counsel to unspecified parties in return for Trump dismissing his lawsuits.
